Add information template and FileImporter etc.
labot šo sadaļuThe first box about uploading free files to Commons is good. All free files should be uploaded to Commons so they can be used on other wiki-projects.
The next text between the boxed "Izmanto šo lapu, ... lejupielādēt." may perhaps make someone believe that you can just upload a file from the Internet and upload it to Wikipedia. You may want to make it clear that files from the Internet is copyrighed and forbidden to upload to Wikipedia with a few exceptions.
The next box starts with "Augšupielādējot jaunu attēla failu, obligāti jānorāda faila izcelsme un tā autortiesību statuss!" I suggest that you make this text bold and big. And perhaps add "All files without clear information about source and coyright will be deleted!"
The text about files from another wikipedia "Ja attēls ņemts no Vikipēdijas kādā citā valodā, ...". I suggest that you change it to something like:
"If you want to use a file from another wikipedia you can move it to Commons by going to the file you want to use and click on the tab "Eksportēt failu uz Vikikrātuvi" and confirm. Then the file will be moved to Commons and you can use it. If "FileImporter" tell you the file can't be moved the file is probably not usable on either Commons or lv.wiki."
The text about files from the Internet has a warning that files can only be used if there is a specific license. I suggest to make that bold and perhaps write capital letters (TIKAI).
But I also suggest that you add a text saying "Files that are taken from other webpages for example Flickr should always be uploaded to Commons because Commons have a review system that make sure that files can be kept even if the file is later deleted from the webside where you found the photo and even if the copyright is changed on the website."
The text about copyright "Centies norādīt attēlu autortiesību statusu, izmantojot pieejamās autortiesību veidnes...." Instead of typing in the template why not use the drop down menu? Almost at the bottom there is a drop down menu next to "Licence:" where uploader can pick a license.
To add a {{Information}} template as standard you need to make a request at m:Requesting_wiki_configuration_changes to get a new starting page for uploading files. That starting page could be a shorter version of MediaWiki:Uploadtext where user is asked if its a free file or a non-free file. And if its a free file they are asked to go to Commons (and a small link to local upload if they insist on uploading locally).
BUT you can make a shortcut is you add this text for example after the first box:
"If you want to upload the file locally please click this link before you continue!" (you just need to translate: I (~~~) created this work entirely by myself.)
