- Sorry, I don't speak Latvian. In Dutch the letter combination tj stands for the [c] sound. There are lots of examples of words with this letter combination/sound in the Uitspraakwoordenboek (The pronunciation dictionary) by Josée Heemskerk and Wim Zonneveld, ISBN 90 274 4482X. - I'm afraid you can't use AFAIK as a reliable source. Strictly speaking, Wikipedia page you're referring to isn't a reliable source, either. Besides, nl:Klankinventaris van het Nederlands deals with the Dutch phoneme set and the [c] sound isn't mentioned there because the Dutch [c] isn't a phoneme. It occurs as the allophone of the [t] sound before the letter j (like in beetje) the non-syllabic i (like in Tiësto, for that matter). The Uitspraakwoordenboek I've mentioned (which IS a reliable source, by the way) clearly lists the [c] sound in the Dutch sound list and uses the [c] sign consequently for the transcription purposes.
- In your transcription Tiësto occurs as a three-syllable word [ti.ɛs.toː] while here in The Netherlands it's pronounced as a two-syllable word [cɛs.toː]. And even if it were to be pronounced in three syllables, it would have the additional [j] sound after the [i]: [ti.jɛs.toː] due to the Dutch pronunciation peculiarities.
