Hello, just wanted to ask how you are using this page? For example, I in Lithuanian Wikipedia we don't have this page and the RefToolbar according these guidelines is not visible for ltwiki. This code enables it? Or do we need to add something else also?

By the way, I compared this Latvia RefToolbar.js with current English RefToolbar.js and there are some diffs, I assume this is due to customization and localization?
